This work carried out an analysis of laws and regulations that regulate the public water supply. Every activity in the construction industry, and thus the provision of public water supply, requires the knowledge of laws and regulations in this area, and they are the basis for any further action, ie design and construction. The structure of the legal system of the Republic of Croatia begins with the Constitution as a basic legal act, followed by laws in the hierarchy. The Constitution and Laws are legal acts at the state level, and, in that respect, in the areas of local and regional self-government units, they form subordinate acts that have to comply with the Constitution and the Laws. The analysis was carried out on the Water Act, the Law on Municipal Economy, the Law on Water for Human Consumption, the Law on Water Management, the Law on Construction and the Law on Spatial Planning. Furthermore, the by-laws that were analyzed were the General and Technical Terms of Water Supply Service and the Decision on the Connection to Communal Water Buildings taken from the cities of Pula and Rijeka. The analysis included the most important aspects, from the performance of public water supply, the price of water services, the protection of water, the obligations and rights of suppliers and users, and to the projects and construction of utility water facilities. The general and technical conditions of water supply services describe the conditions that a particular building must meet when connecting to communal waterworks, while the Decision on joining municipal waterworks establishes the procedure and deadlines for joining the building to communal waterworks.
