The operating speed model has a wide application in the planning and design of roads, and serves for better prediction of the operating speed in the chosen profile. In performing analysis, the previously known data of the profile is being used. The aim of this thesis was to develop an operating speed model for secondary road network on the roads of the city of Rijeka in order to be able to provide as precise prediction of operating speed as possible. The need for the development of this model stems from the fact that the ones already existing do not produce sufficiently precise results when applied in conditions that are not identical to those in which the model originated. For the development of the model, all necessary data was collected by field measurements using the device for counting traffic and additional measurements and observations were carried out. The data was then processed and analyzed and a regression analysis of the selected data group was performed. In the end, a total of 6 operating speed models were developed, one of which was recommended for the future use. The recomended model showed the least deviation from the actual measured operating speed, and according to the performed analysis it was rated as the most reliable.
